The only publisher listed is "Independently Published". I'm a little suspicious that this is a bootleg edition.

Regarding Cards as Weapons, that looks like a scan of the second paperback edition - note "By the author of LEARNED PIGS & FIREPROOF WOMEN" on the cover. But the back cover has been changed to an image of Alexander.
Originally the back cover had a pitch for the contents of the book ("Fear No Man Or Beast! Be The Life Of The Party!" etc.) with a blurb about Ricky below. The first paperback edition, published by Darien House in 1977, has a picture of Ricky with long hair; the second edition, published by Warner Books in 1988, was a bit smaller and has a picture with him in short hair and mentions he's the curator of the Mullholland Library of Conjuring.
The ISBN number for this "new edition" also doesn't match the two previous ones.

If this is a bootleg, it's sad and horrible that Mr. Jay isn't around anymore to put a stop to the thievery.
Does Warner Books still own the copyright? If so, perhaps, Warner Books will investigate?

This is the tip of the iceberg. The number of bootleg downloads and PDF's is ridiculous. There are at least 3 Chinese websites that I know of that is selling PDF's of OOP books. I have reported it where possible. I have even seen it eBay, I saw someone selling Gary Plant's Zarrow work as a download via email, so I told Gary about it.
