Cutting Revelations - Credits

What is the "official" name for the following moves, and who gets credit for them:
(1) A charlier cut, which finishes with the bottom card turning face up on top after the completion of the cut.
(2) Similar result, but this time starting from a swing cut.

The Charlier cut version sounds like "Card From Center" in Neal Elias's At The Table , 1947.

The second version sounds like a sleight also credited to Neal Elias , which is referred to as "A Cutting Discovery" in Darwin Ortiz At The Card Table. The text says it was from Ibidem, no date.

For the second cut, may be in Ibidem N 26, sept 1962, page 593 or 595.
I can't be more accurate because I have only the index but not yet the book.

I'm not sure but for the first cut, if you have The Art of Magic, Dover edition, page 90, there is a flourish in which after a cut in the hands, the chosen card appears face up onto the deck.
At the beginning, the chosen card is under the deck but you don't begin as if you are going to do the Charlier Cut.

The trick is entitled Card Discovered by Sense of Touch.
