I've used elance.com and guru.com
It might take some experimenting to find someone you like to work with, but you can choose who works for you, hire them long-term or short-term, and sort by experience, price, etc.

http://www.hireanillustrator.comProfessionals aren't cheap and I'm not sure of your exact needs.

Tony Dunn, who illustrates for The Linking Ring and sometimes Stephen Minch.
