Frank Garcia columnist for TOPS or NEW TOPS?

Was Frank Garcia a columnist for either of these magazines, and if so, does anyone know the inclusive dates of the magazine in which his columns appeared?

I see a column called New York Magic Chat in Tops Vol 20 and 21 (1955 and 56)

Frank continued something along the lines of "New York Chat" in Magic Manuscript.
