You want the Bureau of Engraving and Printing, which handles paper money; the US Mint is in charge of coins only.

Eugene Burger also sells some nice ones, in maroon and black (completely solid color).

"Magnetic Mental Control" was marketed by Ralph W. Hull in the mid-30's. I'm guessing that Vernon and Horowitz improved on this in some way, though I don't know any details. From the advertisements, it sounds like Vernon worked it out so the two decks could be handled/shuffled by spectator...

While not exactly what we're looking for here, I did locate the following "three-as-four" count in the April, 1920 issue of "Stanyon's Magic", pg 53. It relies on a false take rather than an add back. 10.-The False Count (Second Method)- Suitable for counting three cards as four....
