It's in beta right now, invite only. Gmail was like this in the beginning.

It's very nice with a much cleaner interface than facebook. It's set up to really let you control who sees your content by segregating everyone into "circles". Privacy is much easier to understand and control.
Have been using it for a few weeks now and really like it. It has a tremendously nice multiuser video chat (up to 10 people at once) that can be used by very discrete groups/circles.
Of course it needs more people to make it more interesting, but that seems to be happening with invites open again.

It's not like hundreds of millions of people aren't already using google services (Gmail, Search, photo albums, etc.)
The privacy settings of G+ far outstrip those of Facebook. With FB, the default is "share everything" forcing one to have to painfully opt out of the different bits piece by piece. With G+ the default is pretty much "Share almost nothing", then you subsequently decide what you want to share and with whom.
After a month or so of use, I'm quite impressed with G+. The photo album handling (and control of how photos get shared or not) is especially nice.
