Ben Harris accomplishes the same thing in a move he calls "Superflip" only he dribbles the cards. Otherwise, the exact same things appear to be happening. Technique wise it looks similar to (maybe it is?) Hiro Sakai's "Duck Change" published in the September '91 issue of Magic.
