I experimented with similar materials. You can make your own from magnetic iron oxide powder, silly putty (dimethyl siloxane), and silicone oil. Making your own allows you to adjust the strength of attraction. It can be used for PK effects with light weight materials just like the PK putty that is sold for magical effects. I also put a very small bit of it on a black crystal pendulum that I have. That allows my PK ring (or any magnet) to influence the pendulum temporarily and the putty is easily removed with just a finger wipe.

Unfortunately, the silicone putties don't stick very well at all to cards so it can't be used very effectively for PK card effects. Or, at least, that has been my experience.
