According to Bob Read in his booklet "The Penultimate Cups and Balls" (undated), the wand was first described by Laurie in the Davenport's Demon Telegraph 129, March 1950, under the name "Tipsy Tips".

Bob Read actually sold the wand for a time. I have one somewhere.

I think he named the wand "Gunther," but I'm not sure.

The Supreme Magic Co. used to sell this wand as "Beacon wand", with instructions for a children's routine.
The routine ended with the change of the wand into a black and white stripes one, and the production of an orange ball which fitted on an end of the wand, representing a miniature belisha beacon.

Abbott's "Tantalizing Wand", perhaps?

(white end "tips" vanish & reappear back on the wand, etc.)
