I don't know who is the creator but at the Austrian Congress of Magicians at Linz-on-the Danube, Oct. 29-30,

"Kurt Franklino, Vienna, offered a variety of small effects including a water in newspaper vanish and reproduction."

Advertisements for "Absorbing News" by Max Andrews (A glassful of any liquid is poured into folded newspaper. Paper opened and shown both sides—liquid has vanished without a trace) can be seen in the early 1940s in The Magic Wand.
