This site claims to allow you to watch it online, but requires that you download some software first. I don't know if I trust them.

They've hardcoded the phrase "Required codec is missing" into the source code, so the same alert is given to all visitors without regard for what the visitor's hardware/software configuration might be.
So yes, it is some kind of scam.

IMHO it's worse than a spam site.
First it wants you to install "grabiod". Then you are looking at a list of recent films that are not available for retail sales. And... not the item you were looking for - in this case the ten-ichi film.
