Well, that looks like Tom Ladshaw sitting in the first row, and your frame grab was made off a tape from Bill Mclhaney.

It is definitely made off a tape by Bill McIlhaney. Bill could verify. It looks like it could be a NYCAN or maybe MAWNY.

I would also say it was in the 1990's as Butch is white where he was brown at one time.

The heavy set gentleman in the frame looks like Mike Ricadeli and the blue back drop looks like the one they used at Carl Bajor's one day convention (Magic Fun Day) in NJ.
