Need help from a video poobah

I can't believe I can't find the right software for this.

These mp4 files drive me crazy since they, by definition, have no markers or chapters.

In the past I would have opened the file in Ulead Movie Factory, make a quick menu, name the chapters, then export to a DVD or, preferably, ISO. Ten minutes max. Corel bought Ulead and let it die a lonely death.

Anybody have an alternative?

Windows 10 has movie maker, not sure if that's any help.
