I'm trying to upload a photo under 500k to a post and I get this message:

Richard,
You (or brad) can adjust this via the admin control panel.
General -> Board Configuration -> Attachment Settings -> "Total Attachment Quota"
Either increase the value or set it to "0" for unlimited. You can also set the max file upload size from the same screen.

Still not working.
Just tried to attach a small (7kb) .jpeg image and got.

Is the admin control panel advice I gave not working? It's the standard way to set this in phpBB forums like this one (i.e. I just set it up on my forums as a test and it seemed to work ok.)
Perhaps you've got some server limitations/setup issues that is affecting this functionality beyond the standard adjustment.

Brad doubled the amount of the limit, so I'm not sure why it's not working.

You might have him set it at "0" (unlimited) and do a test post using standard user permissions.
If adding attachments to a post currently works for him (or you) I'm thinking it might be a normal users permission issue.

This is very useful functionality to have (I use it on my forums all the time) so I hope it gets sorted eventually.
The newer revision of phpBB (forums script) 3.1 (vs. 3.0 here) is even nicer as you can just drag an image file directly into your post and it'll attach it automatically.

Workaround:
Click on "Post a reply" at the bottom of the thread. The reply entry box will appear. Click the orange box with 'img' inside above the "Post a reply entry box. The start and end html codes for an image will appear inside the editing box; that is 'img' inside two brackets and '/img' inside two brackets. Between the closing bracket of the first html code and the opening bracket of the second html code insert the complete url of a picture stored on the internet somewhere, say, Photobucket for instance. That will work.

Yeah, that's always worked on is the main function of the IMG tag.
It's often much more convenient to be able to directly attach a photo (or even another file like a pdf or whatever) to a post. And while phpBB (the forums software used here) generally handles that well, it's been broken here for a while.
