Weird Card

Hi All!
About ten years ago, I opened a box of Bees and found an odd looking card buried within. It appears to be some kind of "inspected by" insert, but I'm not sure. It's a blank faced card with a blank area on the back that has a stamp of someone's name (I think).

Does anyone know what it was used for, and if USPC is still using these goofy things?
